goal setting and strategic planning sessions
April 30, 2003

Goals:
The following goals were established at the Goal Setting Session of the ECHO Advisory Committee April 30, 2003:

  • Reduce the number of ineligible applications received by staff and reviewed by the ECHO Advisory Board.
  • Revise and improve policies, procedures and criteria for 2004 where needed including Exceptional and Unique Small programs.
  • Accept and review the third cycle of applications and recommend to the County Council projects for grant awards in 2004.
  • Maximize the timeline.
  • Enhance public relation efforts regarding ECHO program accomplishments.

Strategic Plan
  • Seek input from the County Council on grant application policies and procedures.
  • Seek input on the application policies and procedures from potential applicants.
  • Refine the existing application and consider a "fill in the blank" application format.
  • Present the 2004 application at a public meeting for final input.
  • Present the 2004 application to the County Council for final approval.
  • Continue the mandatory application workshop policy and consider requiring that all applicants attend the Grant Panel Review.
  • Encourage Applicants to personally meet with County Staff to discuss their specific ECHO project.
  • Encourage Applicants to take advantage of the County staff’s Completeness Review process that assists in identifying if the application includes all necessary elements.

Timeline
The following recommended time-line of events was established at the June 12, 2002 ECHO Advisory Committee Strategic Planning Session.

May 2003
  • ECHO board meets to set 2004 goals and strategic plan
  • ECHO board begins annual application review

June 2003
  • County staff conducts public application workshop for potential applicants
  • ECHO board reviews workshop feedback and completes final changes to the 2004 ECHO application.
  • ECHO Chair and County Staff present major changes to the County Council for direction including Exceptional and Unique Small categories.

July 2003
  • 2004 ECHO Application approved by the Board and prepared for the County Council approval.
  • County Council agenda requesting approval of ECHO Application 2004.

August 2003
  • ECHO Inventory site map updated by County staff for Committee review.
  • Establish grant application availability via press releases and on web page.
  • Mandatory application workshops held (proposed Aug 27 and 30)

September 2003
  • E-mail release on availability of ECHO staff for personalized meetings with applicants

October 2003
  • Completeness Review deadline (proposed Friday, October 10, 4 p.m.)
  • Completeness Review responses out by staff (proposed Friday, October 22)

December 2003
  • Grant application deadline (proposed Friday, December 5).
  • County staff including Legal and Finance review applications for completeness and eligibility.

January 2004
  • Board determines final eligibility list Wed., January 7, 3 p.m.
  • Board receives all eligible applications for review Wed., January 7.

February 2004
  • Grant Panel Review Wed., February 11, 8 a.m. – 5 p.m.

March 2004
  • Recommendation is taken to County Council for final approval.

April 2004
  • Grant funds are made available for expenditure by the Grantee.

May – August 2004
  • ECHO Board reviews the ECHO program to evaluate how well the ECHO activity is meeting the goals set forth in Resolution 2000-156.
  • ECHO Board presents recommended application for grant cycle 2004 to the County Council for review and final approval.
