On November 7,
2000, Volusia County residents approved two funding initiatives
created to advance our quality of life, Volusia Forever and Volusia
ECHO.
In 2004, the
Volusia ECHO Advisory Board reviewed 20 applications for the
Grants-in-Aid awards.
The following
ECHO applicants were recommended by the ECHO Advisory Board for
grant awards totaling $ 4,012,716.00 and were approved by the County
Council March 19, 2004*.

* Due to the change in the
availability of matching funds and the owner rescinding the offer to
donate the buildings, the Pioneer Settlement for the Creative Arts
withdrew their project from the ECHO grant program in March 2005, making
$90,720 in funds available. On March 10, 2005 the County Council directed
that the funds be used as part of the DBCC 05-07 exceptional grant award.
**The City of Daytona Beach declined the grant awarded to application
04-10 due to a lack of an appropriate public-approved location for the
skateboard facility. The County Council awarded the funds on August 5,
2004 by fully funding the Mary McLeod Bethune Performing Arts Center and
the remaining funds were awarded to the City of Holly Hill’s application
04-02, Holly Land Park.
